The most notable piece of equipment on G.A.L.'s person is what he calls the HC, or Heisenberg Circle. It appears to be a simple metal bracelet but is in actuality a fantastical piece of technology. With his incredible intellect, he created a practical version of the theoretical construct known as a "worm hole". The HC, when activated, creates what is, in effect, a "portable hole". G.A.L. is able to reach into this tear in the space-time continuum and store or retrieve items there.
The "hole" appears to shimmer, like the reflection of heat from asphalt. It is about two feet by two feet. It only exists while the HC is activated. G.A.L. can only pull items from the hole if he has previously stored them there.
To activate the HC, G.A.L. presses his first two fingers on a certain spot of the bracelet. The prints on both fingers are read, as well as a small chemical sample of the outer layer of his skin. This is to prevent anyone else from using the HC.
Although he is not consciously aware of it, G.A.L. is able to reach into the portable hole and always grab the item he is seeking. This is because his highly advanced brain has actually tapped an almost vestigial form of telekinesis. He literally "thinks" the item into his seeking hand.

Between his crystal-clear memory and the fact that his mind is always in overdrive, G.A.L. often has a hard time getting his head to "shut up" when he tries to sleep. Because of this, he tends toward insomnia. Any little thought or unsolved problem will turn over and over in his head, and he will find it very hard to sleep until it's resolved.
Because of his upbringing, G.A.L. tends toward paranoia and is extremely jittery and mistrustful.

His parents were test subjects in Project MKUltra, a series of CIA experiments that started in the late 1950's and didn't formally stop until 1973. Enough of it has been declassified for it to enter the public consciousness, at least in vague terms. Those who know about it refer to it as either the "CIA mind control experiments" or "that thing with LSD." Both are at least partially correct. While it was true that the primary aim of the project was to counter Soviet and Chinese experiments on mind control and root out double-agents, the government was doing a lot less trial and error than is believed. The government knew of mutants, and the fact that some of them could read minds or control the actions of others.
