(having obtained permission from Dazzy to redo the character, I altered him slightly and have reposted it entirely below.
The substantial alterations are an increase to his Psyche and
the addition of an offensive power- namely the ability to use Telekinesis to throw small objects at a high rate of speed.
I also included stats for the suit he wears under the Cloak. While mentioned in the original it was never statted out.)

The Cowl:
The Black Night wears a cybernetically controlled suit with a cloak that has increased strength and dexterity.
The cloak is controlled like an extended limb which he exerts Amazing control over. The cloak is made from a
Remarkable strength material. It is capable of performing the following feats:
Prehensile Cape: Can use his cape as a weapon with Remarkable agility and Excellent damage
Elongation: Good
Grappling: Remarkable strength
Perform three actions simultaneously using the cape alone.
Attack up to 1 area away at Incredible rank for Remarkable damage.
Forming an Edged Weapon capable of inflicting Incredible edged damage.
Levitation: Excellent ability to hover in place. Poor Flight capablities.
Teleportation: Excellent ability to teleport. The teleportation (when he appears or departs) is preceded by a brilliant debilitating flash of red light of Incredible intensity. This light briefly disables electronic devices
(other than the suit/cloak) in the immediate (30-50'ish foot) vacility. The extreme of the teleportatin range is thought to be just slightly in excess of 1 mile.
He can manipulate this so as to fall up to 10 stories without taking damage by repeated teleportations.
Teleport up to 6 passengers must make an End FEAT or be stunned for 1-10 rounds.
Limitations
Electrical attacks of Excellent or greater intensity disrupt control of his powers. A FEAT roll may be made to avoid this effect.

The "suit" is made of a material similar to the Cloak in quality but without the majority of the
electronic gear. It does allow him to take advantage of the superior strength and agility of the cloak
while providing him with some protection from physical attacks.
The suit provides "Amazing" defense against solid projectiles (bullets).
The suit provides "Remarkable" defense against most typical malee weapons. (the average
knife or whatever).
The suit provides Typical defense against "energy" weapons or attacks and provides
No extra defense whatsoever against magical or psionic attacks unless they mimic
one of the above types. (i.e throwing a bullet via telekenesis or whatever)
the Person:
Telekinesis: Excellent (but see below)
Telepathy: Feeble, when trained. (currently: latent talent, untrained)
His ability to wield Telekinesis is limited to fairly small objects propelled at
high velocity. While he can use it for fine "work" it requires great concentration
for him to do so and can not be maintained for long periods of time.
(I chose Excellent to account for the speed of throwing smaller objects. I do not
expect or desire for him to be throwing 800lb things at high speed.)
Talents/Abilities:
Arien was bred genetically with above normal, but still well below "maximum" strength and agility.
He maintains the health of someone who works out regularly without the need to do so. He is not, however, a body builder.
Without the aid of the Cloak, his strength drops to Typical, his Agility to Good.
Weaknesses:
Whoever provided the suit and cloak definately knows who he is, and might come someday to call in the debt.
Anyone he finds to be, or who claims to be, associated with his Creation is someone he wil have a hard time killing, as he at the moment knows so little about it he's loathe to destroy any potential source of information.
While he is himself capable of using some telekinetic powers he is largely untrained, using it
to basically hurl things at opponents. Fine manipulation in stressful situations, or using the power's
general weight limit is beyond his control.
History:
The Experiment: To create through genetic manipulation, or whatever means necessary, a child of sound physical health who would then excel- to a degree thus far only exhibited by Mutants- in the mental arts. The problem being that there was no sure way to know if you had succeeded or not, save the birthing and raising of such a child to adolescence to see if the changes had worked. Some were injected, others were tweaked from the inside out. Some were bombarded from the egg-and-sperm stage with various particles, rays, or baths of chemicals.
The goal was to create a viable genetic strain of physically sound and mentally superior people to combat the growing Mutant menace. Once created, it could be sold to whatever government paid the highest for it. Until then though, budgets had to be met- and a complete inhouse raising of a small army of children was just too high a burden.
A child, once conceived, would be unceremoniously shipped off to a small well funded clinic in which ever town was deemed the target. There; the child could be successfully given to parents who had paid for, and thought they were receiving, the latest genetic treatments for their unborn children. People paying for blonde hair blue eyes would be given, of course, a blonde haired blue eyed baby. It just wasn't their baby. The Institute
was therefore able to track each child in the world, even the failures, to see what might become of them. Most were living in New York City, Chicago, Atlanta, Sacramento, or Dallas.

At 13 his parents died and he slipped through the cracks of the system. Onto the streets he went. At 14, he was a petty thief. at 18 he orchestrated his first, second, and third successful bank robberies. A simple black mask and billowing cotton cloak had hid his identity from the Police. At 19 though he fell from
public eye, for two reasons. In robbing the final bank he pilfered several large safety deposit boxes as was
his habit, and within one was a small stout atache case- locked. During that same robbery he had been forced
to kill not one but two guards. A normal "rent-a-cop" and a city suit. Neither of which tended to bode well for the would be criminal, so he decided to- at least for the moment- pack it up and put his criminal career on hold.
Inside the Atache Case was an odd outfit. A slender suit, but heavy as though mildly armored, complete with
a thick cloak. His criminal career over, he tried on the suit.
In the three years since that fateful day he has found out three important things:
1) He is designation VII-57. he doesn't know what that means, though.
2) Though the institute dubbed him a failure, he was in fact a success-albeit a very minor one.
3) His parents were not his parents. As of yet, he was uanble to find out who his genetic donors were.
And the rest, is in the making.
